You got to take into mind with the aquafers degrade quickly and you'll end up having to put more down over time. Stick with water towers for a long while (they slowly degrade and they are cheaper than water aquafers. Best way to keep money flowing is by making sure you're changing the necessary budgets to fit where you need them. Besides side deals with neighborhood cities and weird deals that usually only appear when you start to go in the red ( prisons/army bases ) the only way really is taxes.
